At about 1:00 p.m., Lt. Mike Blain of the Porterville Police Department was inside the Porterville Lowes when he observed two subjects concealing property under their jackets.
The subjects left the business without paying for the items. Lt. Blain followed the subjects to the area of Highway 65 and Henderson Avenue where he initiated a traffic stop on their vehicle.
Officer Gary Miller responded and assumed the investigation. The subjects were taken into custody without incident and all property was recovered. The subjects were identified as Cindy Clem and Steven Chism both of Woodlake, California.
In addition to the fresh charges of burglary, Clem had two felony warrants for her arrest and Chism was found to be on active State Parole.
They were booked into custody at the Tulare County Jail.
