On November 29, 2008 at approximately 7:51 p.m. Officer Green was patrolling in the area of Prospect Street and Morton Avenue.
Officer Green saw a parked vehicle with expired registration. Officer Green approached the vehicle and contacted the sole occupant, David Bratcher.
Officer Green discovered marijuana concealed upon Mr. Bratcher’s person. A subsequent search of Mr. Bratcher’s clothing revealed several small baggies containing marijuana. The marijuana was packaged for sales.
Officer Green also found over 40 pills packaged individually for sales. The pills were determined to be prescription medications not prescribed to Mr. Bratcher. The pills were of several different varieties and are listed as controlled substances.
Mr. Bratcher was booked into Tulare County Jail on charges of possession of marijuana for sales and possession of a controlled substance for sales.
