On November 4, 2008, Officer Knox was conducting a patrol check in the area of Morton Avenue and Highway 65. As he was patrolling, he observed a subject in the parking lot of 1046 W. Morton Avenue. When Officer Knox attempted to contact the subject, later identified as Ryan Utterback, Utterback fled north into the complex.
Officer Knox and responding officers established a perimeter around the complex and ultimately located Utterback in a vehicle parked in the east parking lot of the apartment complex.
During the investigation, it was determined that Utterback was in a vehicle he had recently stolen from the Eagle Mountain Casino. Also located in the vehicle were (6) shaved keys to several different model vehicles, which were determined to be burglary tools.
Utterback was under the influence of methamphetamine, in possession of methamphetamine, and in possession of drug paraphernalia. He was booked at the Tulare County Sheriff’s Office for the above-charges.
