On October 12, 2008 at approximately 12:30 p.m. Officer Miller was dispatched to the area of Jaye and Vandalia regarding a male subject driving a yellow vehicle exposing him self to the confidential adult female victim.
Officer Miller located the vehicle and contacted the driver, who was identified as Horace Flemming. Investigation revealed Mr. Flemming had exposed himself to the victim more than once.
The victim placed Mr. Flemming under citizen’s arrest and he was taken into custody.
Mr. Flemming was also on Parole and his Parole Officer placed a Parole Hold on Mr. Flemming.
Mr. Flemming was transported to the Tulare County Sheriff’s Department Porterville Sub-Station for housing on charges of indecent exposure and parole violation.
