Possession and Being Under the Influence

On September 23, 2008 at approximately 9:19 p.m., Officer Sutherland contacted Joseph Mendiolla during a traffic stop at Putnam Avenue and York Street.
Mendiolla was found to be in possession of a useable amount of a suspected methamphetamine substance, as well as being under the influence of a controlled substance, and was arrested.
Mr. Mendiolla was booked into the Tulare County Sheriff’s Department Porterville Substation on charges of being in possession of a controlled substance and being under the influence of a controlled substance.
