It’s been a week since Michael Caleb Reed RAPED my daughter {Feb 6th} and he’s already out on REDUCED bail. $1,500 was all it took this time for this RAPIST to be released. And that money was sent from his dope dealing father up north to another woman whom Reed continues to manipulate and eventually will RAPE, if she does follow his orders or the orders from the Porterville Police Departments Narcotics squad. {Lake County Mug Shoot}
I am one upset father. From my inside view, the Porterville Police Department is in full defensive mode, not for my daughter but for this RAPIST and for their PPD.
My daughter and I spent about 4 hours on Feb 11th talking with the D.A.s office in Visalia, trying to find out how the system was protecting this RAPIST more than my daughter. Their silence on many of our questions led both my daughter and my self to believe that the PPD either failed to properly investigate this crime {because of their biased training on domestic violence} or they purposely sabotaged the information to protect their Criminal Informant – Michael Caleb Reed. I believe the latter.
Many of our readers informed us know that other news agencies were reporting that the PPD did a big weapons bust after they searched one of the local storage centers in Porterville. I believe the PPD knew all about these weapons and they would not have done anything about it until my daughter had not told the cops what the RAPIST told her while he was RAPING her. More on that in another article.
Through out the day, the television media was contacted by me regarding the press release from the PPD and the weapons and drug bust. This is unfortunately necessary to make sure that the story is correct and that it doesn’t get buried. Anyone who has gone through something like this understands.
One media outlet, reported back and said they needed to get a clearance from the District Attorney’s office to run with my daughters story -- what really happened. We were never contacted again by this T.V. agency but did ask the question, to the folks working in the D.A.’s office in Visalia {Assistant Chief Investigator Eric Grant and Supervising Attorney Afreen A. Kaelbie} and they said they were never contacted and thought it was odd that the media stated that to us. Again, my daughter and I concluded, someone in the PPD is trying to silence the truth.
Spending time in the D.A.’s office reinforced the idea in my mind and in my daughters, the justice system needs a serious overhaul. They are hamstrung with so many regulations and operating procedures that most of the time the victim get lost in the system and the criminal gets a pass. Continuously the PPD and the D.A. said, “This case was dropped because they couldn’t collect enough evidence”. They told my daughter that the D.A. didn’t want to pick up the case unless they know they can win it ???
So this is no longer about “Protecting” the victim. It’s more about looking good in the court room in from of your peers. It about “Protecting” the system; “protecting” the evidence and that’s why the cops are defending this RAPIST and not my daughter.
We were told that this case will end up being a “She said, he said” and that’s not winnable in court so they didn’t pick up the case. The D.A. made the decision that they could not win this case because the PPD did not collect enough evidence in their filings.
That being said, this does not nullify the FACT "the RAPE that took place". The RAPE took place and the RAPIST is roaming around in Porterville … free. Why ? Because the narcotics dept in the PPD failed to administer a drug test when they picked him up on Feb 6th and that would have placed a longer hold on him in jail. They can pick him up today and test him for drugs and he will come up dirty. But, no ! The PPD is more interested in protecting the system, making sure the system protects them.
And one of the most obnoxious, albeit uncaring questions, from the D.A. was … did you go through the police chain of command at any time with your concerns about the way the cops handled this investigation ? A better question for the PPD would have been, why didn’t the Chief of Police call me ? Chief McMillan knows who I am and he know how to get a hold of me. Apparently he’s letting this one ride because of all the mistakes that were made or he’s part of the drug cover-up as well within the narcotics department.
I’m here to tell you, the Porterville Police could use some good PR about now. And all they have to do is get a hold of Chuck and have him contact me, that’s it !
Rest assured, this case in not over. Between myself and my daughter’s fact findings we were able to locate where this RAPIST was jailed, who let him out, where he bailed out from, who paid his bail and who picked him up at bail bondsman business.
Rest assured, we will document each and every negative and harassing contact with the Porterville Police Department and work as hard as we can to improve this system so that the next victim has more rights than the criminal.
Rest assured, we will petition the people regarding a RECALL on Measure H and petition the Tulare Grand Jury and the Inspector General regarding additional injustices from within the PPD and possible misappropriation of public monies.
Rest assured, if that is not good enough, than my daughter had confided in me that she would be interested in running for city council, if this is needed to clean up the PPD and make Porterville a safer place to live … especially for victims.

, who has repeatedly raped a local woman, was bailed out AGAIN from the Visalia jail, according to Porterville Police Department Detective Green (559) 782-7409 who’s working on the case and Absolute Bail Bonds. This guy is armed and dangerous, said the woman who filed several police reports {Case #'s 09-9275 and 10-930}. The Post was lead to believe by the PPD that this RAPIST
and is working with the PPD Narcotics squad. I will personally pay
, since the woman he RAPED was MY DAUGHTER. And if anything else happens to my daughter because of the PPD negligence I WILL CIVILLY SUE EACH AND EVERY COP AND CITY COUNCIL MEMBERS.
